THE IMPORTANCE OF THE MARSHALL PLAN FOR THE POST-WAR ECONOMIC RECOVERY OF THE REGIONS: ITALIAN EXPERIENCE AND LESSONS FOR UKRAINE
Abstract
The Marshall Plan, implemented by the United States of America in Western Europe between 1948 and 1952, became an effective programme for the restoration of the economies of seventeen European countries destroyed by the Second World War and a model for following. Its implementation has resulted in an impressive economic recovery, increased production and productivity, and higher incomes despite extremely difficult starting conditions. The purpose of the article is to analyse the impact of the Marshall Plan on the post-war economic recovery of regions on the example of Italy and to draw parallels with the prospective recovery of Ukraine's regions after the Russian-Ukrainian war. The theoretical and methodological basis of the study are the scientific works of leading foreign and Ukrainian scholars. The study of scientific problems related to the peculiarities of the Marshall Plan's impact on the post-war economic development of Italian regions was carried out using the methods of critical and scientific analysis, scientific generalisation and systematisation, induction and deduction. The article discusses a number of positive effects of transport infrastructure modernisation on local economic development, including an increase in agricultural production, wider use of modern agricultural machinery, and expansion of industry and services. The targets of strategic and tactical bombing during the Second World War in Italy are disclosed, accompanied by an evaluation of the damage incurred by the bombing to the country's infrastructure. The Marshall Plan is an illustrative case of extensive public infrastructure modernisation in a European nation. Notably, the financial aid supplied to the Italian provinces within the framework of the Marshall Plan had a favourable influence on local economic growth in Italy. The financing of Italy's economic recovery under the Marshall Plan is discussed in this paper. The article presents a financial assessment of the harm inflicted on Ukraine's infrastructure after Russia's military aggression.
