APPLICATION OF SOCIO-ECONOMIC MEASURES TO IMPROVE THE QUALITY OF LIFE OF CHINA'S HUMAN RESOURCES BASED ON THE WORLD'S LEADING EXPERIENCE IN MANAGING THE NATION'S AGING

Abstract

This study contains a detailed overview of the main elements of the set of socio-economic measures to improve the quality of life of China's human resources based on the world's leading experience in managing the nation's aging. The basis for conducting the research was the study of the long-term care system in the USA, Germany and Japan, which is a certain type of pension insurance in terms of cost coverage, classification of care services, methods of financing and payment of benefits, etc. In analyzing and comparing the operating environments of long-term care insurance systems in the United States, Germany, and Japan, this study uses a dynamic perspective to consider three sub-perspectives: social, economic, and political. Thus, the United States of America is considered as an example of a commercial system financing mechanism and ways of integration into the market system. In Germany, the long-term care system is a compulsory form of health insurance, and all citizens are required by law to participate in it, with the exception of those who work and can choose basic care insurance or commercial care insurance. The Japanese system of long-term care as a way of improving the quality of life of the population in the context of aging is the most similar to the Chinese, due to certain similarities in the mental, political environment. To create a Chinese management system for improving the quality of life of human resources in the context of an aging nation, three leading countries were selected as a comparator to determine the validity of the proposed socio-economic measures to improve the quality of life of human resources.
