ASSESSMENT OF THE LEVEL OF LOSSES OF LABOR RESOURCES IN UKRAINE IN CONNECTION WITH FORCED MIGRATION DUE TO ARMED AGGRESSION: PROBLEMS AND PROSPECTS
Abstract
The purpose of the article is to study the topical issue of assessment and critical analysis of the indicators of real losses of labor resources of Ukraine, which occurred as a result of the beginning of the active phase of the armed aggression of the russia against Ukraine in February 2022. The actuality of the study topic lies in the fact that this problem does not allow to determine the real losses as a result of the beginning of the russian war against Ukraine and to assess the losses for the country's economy in the current time and to determine the benchmarks for the restoration of Ukraine's labor resources after the war. The methods of research involve the use of empirical and theoretical methods, including the accumulation of facts and their analysis, synthesis, comparison, generalization. The study includes the analysis of available statistical and evaluative information of real labour migration, which is directly connected with the wave of departure of citizens as a result of the war. The analysis of this information and attempts to its interpretation indicate the lack of an objective methodology to calculate the loss of labor resources. The present indicators do not allow to create economic models for the renewal of the country's labor resources, because this requires correct basic characteristics. At the same time, on the basis of a multilevel study of European and international institutions it is argued that the main reason for the renewal of residence in Ukraine of labour migrants is the restoration of security of life and the opportunity to work to satisfy personal needs. The development of methods of taking into account labor migration resources should include the actual registration of the migrant and the providing of relevant personal information, including age and employment. And accordingly – the transfer of information for generalization and receiving of indicators that will determine the value of the study and the possibility of making prognoses. It is important to notice that some labor migrants have already gained their first work experience abroad, there is a large group of those who work, study or volunteer. Therefore, the forced labour migration wave that began in February 2022 to the EU countries from Ukraine has its own characteristics, particularly as to optimism of returning to the economic system of Ukraine.
