FEATURES OF LOGISTICS MANAGEMENT UNDER CRISIS ECONOMY CONDITIONS: INFORMATION ASPECT
Abstract
The article examines the peculiarities of the formation of the logistics management system during wartime. The domestic logistics industry is analyzed. The article contains an analysis of the dynamics of the volumes of products (services) sold by domestic logistics enterprises during War-related challenges for the domestic logistics industry are identified. The key problems of managing the domestic logistics system are highlighted. Key among them are the following: the destruction of logistics routes, the growth of delivery times, the destruction of warehouses, a significant level of disproportionality in the distribution of cargo, the growth of risk levels in logistics chains, the growth of logistics costs. Potential solutions to these problems are proposed. In particular, this concerns the development and laying of new (alternative) routes taking into account the dynamics of the war; return to the traditional concept of the management system (as opposed to "Just in Time"); transition from accumulation, storage of goods in significant volumes and in one region, optimization of the processes of launching new warehouses premises based on IT integration; planning of flexible, adapted logistics routes, development, and improvement of the logistics structure, automation of processes in the logistics management system; planning of reorganization of logistics routes; cooperation with competitors to achieve joint premises logistics goals through the development of integration practices of logistics cooperation. It was noted that the strategy for developing the domestic logistics system would require significant adjustment and regulation. The article considers the need to regulate logistics strategies, review all conventional approaches to the harmonious development of the communication and network structure of the enterprise, the region's transport system, and the formation and development of its logistics function under crisis economic conditions. The expediency of using the concept of quick response ("QuickResponseLogistics") in managing logistics supply chains under conditions of war, with a high level of dynamism of the environment, is substantiated.
