THE ORGANIZATION OF PROTECTION THE RIGHTS OF HEALTHCARE CONSUMERS AS A FUNCTION OF MANAGING THE MEDICAL INSTITUTION

Abstract

High-quality organization of consumer rights protection in healthcare facilities is one of the main ways of effective development of the medical field. At the same time, the head of the medical institution must play a main role in ensuring compliance with the rights of healthcare consumers. Determining the place of "organization" as a management function in the medical management system and establishing the specifics of the process of organizing the protection of consumer rights in health care institutions is relevant. This is due to the fact that there are no scientific works that clearly define the role and meaning of the management function "organization" in protecting the rights of healthcare consumers. The purpose of this article is to describe the theoretical and practical aspects of the organization for the protection of patients' rights as a management function in the medical institution. To achieve the goal, such research methods as observation, comparison, analysis and synthesis are used in the article. It was established that for the effective organization of the protection of patients' rights, it is necessary to form a system for ensuring the rights of healthcare consumers. At the same time, the subject of management is the process of forming and improving this system. The subjects of management are hospital employees who develop and implement management decisions regarding the system of ensuring patients' rights. The objects of management are technical elements (condition of hospital rooms; condition of equipment; qualification of medical personnel), technological elements (compliance by medical workers with protocols for providing medical services), organizational elements (quality of medical services and patient satisfaction), economic elements (costs for the system of ensuring rights consumers of medical services), and social elements (satisfaction of consumers of medical services). At the same time, the process of organizing the protection of patients' rights as a function of medical management consists of 7 main stages, starting from the stage of formulating the goals of the organization and ending with the need to make decisions based on the results of monitoring patient satisfaction. It has been established that to high-quality organize the protection of the patients' rights, it is necessary to create a system in which the hospital management will coordinate decisions to ensure the rights of patients, and the medical staff will be responsible for the proper functioning of all components of the system in order to increase patient satisfaction.
