HUMAN CAPITAL OF UKRAINE IN THE CONDITIONS OF WAR: LOSSES AND GAINS
Abstract
Human capital determines the possibilities of technological, economic, and social growth of the national economy. Russia’s full-scale military aggression has become a starting point for changing the characteristics of human capital, transforming the trajectory of its development and use in Ukraine. The study of changes in human capital, which is the basis for developing directions for its recovery in the postwar period is an urgent issue of economic recovery. The purpose of the article is to identify the main trends that characterize the losses and gains of human capital in Ukraine during the war and substantiate strategic directions of its recovery in the postwar period. The article describes the state of human capital, analyzes the dynamics of its development, emphasizes the reduction of its quantitative indicators in the prewar period. The change in the quantitative and qualitative characteristics of Ukraine’s human capital due to the influence of a full-scale Russian invasion is investigated. The authors analyze and systematize the losses of human capital of Ukraine in the current period under martial law. Diagnosis of human capital with division into direct and indirect losses is carried out. Assessment of direct losses of human capital includes migration, civilian casualties, forced “evacuation”, military deaths. Indirect losses of human capital are identified and characterized as follows: failure to make full use of intellectual and creative potential, destruction of educational infrastructure, imposing the other language and culture, temporary cessation of the educational process, reducing its quality. The main trends of strengthening human capital of the country under martial law are outlined. The main achievements are strengthening self-identity and civic position; change of values in favor of intangibles; resumption of the volunteer movement; formation of digital culture, including the IT army. The necessity of two areas of state policy measures in the field of human capital recovery in the postwar period is substantiated. The proposed strategic directions of human capital recovery are aimed at creating a favorable environment and cover two areas, the first one is the return of Ukrainian citizens to their homeland, and the second one is creating an effective system of formation and development of human capital within the country.
