HUMAN DEVELOPMENT AS AN END AND MEANS OF FURTHER MOVEMENT IN CONDITIONS OF UNCERTAINTY

Abstract

The article examines the state and trends of human development in conditions of uncertainty, caused not only by dangerous environmental changes, increasing polarization in societies, inflation, but also supplemented by new challenges of civilization – the COVID-19 pandemic and the Russian-Ukrainian war, which overlapped each other and gave rise to new problems of the world economy. In times of uncertainty, ways to enhance human development not only as an end but also as a means of moving forward need to be sought. The aim of the study is to generalize the causes and consequences of inequality of human development, to identify strategic directions that have their own characteristics and their impact on human development in conditions of uncertainty. The direct and indirect losses of components of human development in Ukraine during the period of hostilities are analyzed. Special attention in the study is devoted to the primary right of modern civilized man - to live a long and healthy life. The war years and the post-war period will be characterized by a reduction in life expectancy due to a large number of premature mortality, especially young men at the front and diseases of the circulatory system. The educational component of human development has suffered particular losses. Tangible consequences of falling welfare of the population. It is determined that activation of three key opportunities for human development, namely, healthy longevity, education and a decent material standard of living, are factors in ensuring the post-war expanded reproduction of the Ukrainian economy.
