МИТНІ АСПЕКТИ ОПОДАТКУВАННЯ ТРАНСКОРДОННОЇ ЕЛЕКТРОННОЇ КОМЕРЦІЇ: ВИКЛИКИ ТА ПЕРСПЕКТИВИ ДЛЯ УКРАЇНИ
Анотація
У статті досліджено сучасні тенденції розвитку електронної комерції та їх вплив на систему митного й податкового регулювання в умовах цифровізації міжнародної торгівлі. Проаналізовано економіко-правову сутність електронної комерції, основні моделі її функціонування та міжнародно-правові механізми регулювання. Особливу увагу приділено проблемам адміністрування податку на додану вартість, контролю митної вартості товарів і митного оформлення маловартісних транскордонних відправлень. На основі статистичних даних здійснено порівняльний аналіз розвитку ринку e-commerce України, Польщі, Румунії, Угорщини та Словаччини. Встановлено, що розвиток електронної комерції супроводжується стрімким зростанням кількості міжнародних B2C-відправлень, що потребує переходу від традиційного фізичного контролю до цифрового митного адміністрування. Обґрунтовано необхідність гармонізації українського законодавства з правом ЄС, цифровізації митних процедур та впровадження механізмів OSS/IOSS.
