ASSESSMENT OF ENTERPRISE PERFORMANCE WITHIN FREE ECONOMIC ZONES IN UKRAINE
Abstract
The article is a systematization and evaluation of the effectiveness of implementing free economic zones in Ukraine, from the perspective of the number of enterprises created and the continuation of their functioning within these territories. In Ukraine, three types of free economic zones have operated or are still operating, namely: Priority Development Territories, Special Economic Zones, and Industrial Parks. Priority Development Territories had regulatory acts and benefits individually developed for specific regions. They were the largest in terms of area, within which enterprises operated under special legal regimes for conducting economic activities. Special Economic Zones were governed by a separate Law of Ukraine, which regulated their activities and also tended to account for the individual characteristics of particular territories. Benefits for such zones were considered and approved by separate Laws of Ukraine for each registered special economic zone. Industrial parks in Ukraine operate under a dedicated Law of Ukraine that defines the regulatory framework for their establishment and functioning. This legislation outlines a specific list of activities within which resident enterprises are eligible to receive state support and incentives. Such benefits may include tax and customs preferences, as well as certain infrastructural advantages. Private enterprises are also allowed to create their own industrial parks, which contributes to the development of this instrument. However, despite this flexibility, the system of incentives remains standardized and largely одинаковим for all regions, without significant regional differentiation. Each type of free economic zone has its own advantages, limitations, and conditions that influence enterprise activity and investment decisions. These differences affect how businesses operate within such zones and determine their overall effectiveness. Based on the conducted research, the most effective forms of free economic zones in Ukraine were identified, particularly in terms of the number of registered enterprises that demonstrated actual financial performance. Additionally, the results support the idea that a more differentiated approach to defining incentives—taking into account the specific characteristics of each region—could improve the overall effectiveness of such economic instruments.
