ЕКОНОМІЧНЕ ВИРІШЕННЯ ПРОБЛЕМ СОЦІАЛЬНОГО ЗАБЕЗПЕЧЕННЯ ЧЕРЕЗ ДВОЦІЛЬОВУ ПРОГРАМУ ЛОКАЛЬНОГО АГРОВИРОБНИЦТВА: ДОСВІД ПОРТУГАЛІЇ ТА РЕЛЕВАНТНІСТЬ ДЛЯ УКРАЇНИ
Анотація
У статті обґрунтовано, що програми надання малих земельних ділянок для вирощування продукції в межах міста або поблизу місця проживання можуть розглядатися не лише як інструмент продовольчої політики, а і як економічний механізм соціального забезпечення. Їх значення полягає у подвійному ефекті: по-перше, вони знижують ризик продовольчої нестачі та частково компенсують втрату купівельної спроможності домогосподарств; по-друге, створюють умови для самозайнятості, формування додаткового доходу, соціальної інтеграції та зменшення тиску на систему грошових виплат. На прикладі Португалії показано, що підтримка малого сімейного фермерства, міських і напівміських городів, а також локальних ланцюгів постачання може розглядатися як складова сучасної соціальної політики. Доведено, що для України така модель є особливо актуальною з огляду на зростання бідності, продовольчої вразливості та високий бюджетний тягар соціального захисту.
