ІНДЕКСНА ОЦІНКА ДОБРОБУТУ ВЕТЕРАНІВ: МІЖНАРОДНІ ПРАКТИКИ ТА МОЖЛИВОСТІ ІМПЛЕМЕНТАЦІЇ В УКРАЇНІ
Анотація
У статті проаналізовано міжнародний досвід індексного оцінювання добробуту ветеранів та обґрунтовано можливості адаптації найкращих практик їх реінтеграції в цивільне життя в умовах соціально-економічної трансформації та повоєнного відновлення України. Добробут ветеранів розглянуто як багатовимірну систему фізичних, психологічних, соціальних та економічних компонентів. Застосовано Engine Model of Well-Being у поєднанні з Capability Approach для оцінки трансформації державних ресурсів у реальні спроможності та соціально-економічні результати реінтеграції. Узагальнено інструменти кількісного моніторингу, зокрема Veteran Well-Being Index, Armed Forces Covenant Outcomes Framework, Well-Being Inventory, Military-to-Civilian Transition Measure та Veterans Metrics Initiative. Виявлено ключові складові благополуччя ветеранів і доведено відсутність в Україні цілісної системи комплексного моніторингу їх добробуту.
