HUMAN CAPITAL MANAGEMENT IN WAR CONDITIONS: OPTIMIZATION, STRATEGIC MEASURES AND SUPPORT (USED BY THE EXAMPLE OF INTERPIPE GROUP)

Abstract

The article examines the transformation of human capital management approaches in the industrial sector of Ukraine under the conditions of full-scale war. Using the case of the INTERPIPE Corporation, the study analyzes the adaptation of the personnel structure to changing production volumes and security challenges. The key factors of human capital degradation, including rapid migration processes, forced deportation, and the systemic psychological exhaustion of employees, are identified as critical barriers to industrial development. The research highlights the shift from purely operational to strategic-humanitarian management, based on three fundamental principles: social security and reintegration, adaptability and gender diversity, and the digitalization of competence development. Special attention is paid to the Group's operational resilience. Despite a slight decrease in the total number of employees by the end of 2023, the company intensified its hiring processes and implemented a comprehensive talent pool formation program. The article details the multi-level system of internal communications and the adaptation of labor conditions to martial law requirements. The financial and non-financial motivation systems are analyzed, including KPI-based rewards and a social package that covers medical insurance, evacuation support for employees' families, and housing compensation for victims of shelling. Furthermore, the study discusses the implementation of "Lifelong Learning" strategies through digital IT modules and dual education programs with regional institutions. The company’s focus on inclusivity is evidenced by the employment of people with disabilities and the expansion of professional roles for women in traditionally male-dominated fields. The program for the reintegration of demobilized workers and veterans is presented as a priority vector, involving medical rehabilitation and psychological support. The conclusions emphasize that human capital has become the primary flexible resource ensuring the viability of industrial giants, and the INTERPIPE experience serves as a strategic manual for managing large collectives during global crises and national instability.
