РОЛЬ АЕО У РОЗШИРЕННІ ПРЕФЕРЕНЦІЙНОЇ ТОРГІВЛІ МІЖ АСИМЕТРИЧНИМИ ЕКОНОМІКАМИ
Анотація
Дослідження зосереджено на з’ясуванні, за яких умов інститут авторизованих економічних операторів (АЕО) перетворює номінальні тарифні преференції на реалізовані вигоди для бізнесу в асиметричних економіках. Проаналізовано актуальні публікації міжнародних організацій і регуляторів: зафіксовано швидку, але нерівномірну дифузію АЕО-програм у світі та істотну неоднорідність їх застосування; наведено критичні зауваги щодо практичної наданості переваг і повноти моніторингу ефективності. Узагальнено емпіричні спостереження щодо реалізації АЕО в регіонах з асиметріями економічної спроможності (ЄС, США/CTPAT, Китай, ASEAN, Африка, Латинська Америка), де поєднання ширини охоплення бізнесу, фактичної наданості пільг і щільності мережі MRA визначає ступінь конверсії преференцій із номінальних у використані.
