МИТНО-ТАРИФНЕ РЕГУЛЮВАННЯ У СИСТЕМІ ЗАБЕЗПЕЧЕННЯ ІНВЕСТИЦІЙНОЇ ПРИВАБЛИВОСТІ ТА ФІНАНСОВОЇ БЕЗПЕКИ ДЕРЖАВИ
Анотація
У результаті дослідження встановлено, що збалансована, передбачувана та адаптивна митно-тарифна політика позитивно корелює з динамікою інвестиційних надходжень, показниками економічного зростання та фінансової стабільності, тоді як дисбаланси в її реалізації створюють ризики для платіжного балансу, валютного курсу та фінансової безпеки. Запропонована авторська концептуальна модель впливу митно-тарифних інструментів дозволяє визначати оптимальні параметри ставок, пільг і квот, а розроблена карта ризиків – класифікувати загрози за рівнем впливу та ймовірності, забезпечуючи основу для системного моніторингу і коригування регуляторних рішень. У висновках обґрунтовано доцільність впровадження комплексного підходу до впровадження ефективної митно-тарифної політики, який поєднує оптимізацію тарифів, стимулювання стратегічного експорту, цифровізацію митних процедур та впровадження постійного ризик-менеджменту як складової фінансової безпеки.
