CUSTOMS CONTROL IN THE SYSTEM OF INTERNATIONAL TRADE DEVELOPMENT BETWEEN UKRAINE AND MEXICO
Abstract
The article examines customs control as a key factor in the development of international trade between Ukraine and Mexico. In the context of increasing global trade integration, effective customs control has become an important prerequisite for ensuring the smooth movement of goods across borders while maintaining compliance with customs legislation. Efficient customs procedures contribute not only to the protection of national economic interests but also to reducing transaction costs, improving the predictability of international supply chains and strengthening the competitiveness of exporting enterprises. The study analyses the current state of bilateral trade relations between Ukraine and Mexico and identifies the main trends affecting the development of mutual trade. The factors influencing the effectiveness of customs control are identified, including the quality of customs documentation, the accuracy of customs valuation, the level of digitalisation of customs procedures, regulatory compliance and interaction between economic operators and customs authorities. Particular attention is paid to the specific challenges of customs control arising from the absence of a preferential trade regime between Ukraine and Mexico, the considerable geographical distance between the two countries and the complexity of confirming the customs value of goods. The practical part of the research is based on the experience of Fruktimpex-Zakhid LLC, a Ukrainian enterprise engaged in international trade with Mexico. The analysis of the company's export and import operations made it possible to identify the principal challenges arising during customs clearance and to determine the factors that increase customs-related costs and processing time. On this basis, practical recommendations for improving customs control have been developed. These include improving the quality and completeness of customs documentation, optimising customs valuation procedures, strengthening the application of a risk-based approach to customs control, expanding the use of digital customs technologies and electronic document management, and enhancing cooperation between business entities and customs authorities.
