THE INSURANCE MARKET OF UKRAINE IN THE SOCIO-ECONOMIC REALITIES OF THE WAR AND DEVELOPMENT PROSPECTS IN THE CONDITIONS OF POST-WAR RECOVERY
Abstract
The article examines the problems of the development of the Ukrainian insurance market during the 2019 coronavirus pandemic caused by SARS-COV-2, in the socio-economic realities of the full-scale military invasion of the Russian Federation, and the prospects for development in the conditions of the post-war recovery of the national economy. An analysis of key indicators of the development of the insurance market of Ukraine in 2018-2025 was carried out. The thesis was substantiated that the 2019 coronavirus disease pandemic caused by SARS-CoV-2, a change in the organizational mechanism (liquidation of the National Commission, which carries out state regulation in the field of financial services markets) and regulatory (adoption of the Law of Ukraine “On Insurance” dated November 18, 2021 No. 1909-IX) regulation of the insurance market, Russian aggression, and a decrease in the level of the country’s economic potential determined the activity in the insurance market in Ukraine in the pre-war period and in war conditions. It was concluded that the modern insurance market of Ukraine is gradually moving from fulfilling the tasks of survival and stabilization to the formation and targeted direction of a development strategy in the conditions of the post-war recovery of the national economy. A number of key tasks were identified that will require an operational solution in the conditions of the post-war recovery of the national economy. Among them, the most important are: to carry out a scientific analysis of theoretical and practical approaches to the study of the role and place of the insurance market in accompanying the investment process in Ukraine in terms of the distribution of post-war risks; conduct a systematic analysis of the practice of ensuring the financial reliability and solvency of insurance companies in wartime conditions and the possibility of its adaptation in the postwar period; to develop a methodology for evaluating efficiency (determine a range of indicators) and develop specific recommendations for improving the efficiency of insurers' investment activities; to evaluate the effectiveness of the mechanism of performance of the insurance portfolio by an insurer that exits the insurance market.
