ANALYSIS OF THE FINANCIAL CAPACITY OF TERRITORIAL COMMUNITIES OF ODESSA REGION
Abstract
The article is devoted to the study of the financial capacity of territorial communities of the Odessa region in the conditions of modern institutional changes in the financial system of Ukraine and the intensification of military challenges. The relevance of the topic is due to the need to ensure the stable functioning of local budgets, increase the level of financial autonomy of territorial communities and minimize risks to budgetary security at the subnational level. In the conditions of financial decentralization, it is the level of financial capacity of communities that determines the capabilities of local governments to ensure the proper level of public services, support the socio-economic development of territories, finance infrastructure projects and effectively implement their own and delegated powers. These issues are of particular relevance for the Odessa region, which is characterized by significant territorial differentiation of communities, uneven economic development and different levels of tax potential of territories. The purpose of the article is to analyze the financial capacity of territorial communities of the Odessa region, identify the main trends, imbalances and factors influencing the formation of the financial potential of local budgets of the region. The research used methods of analysis and synthesis, statistical and comparative analysis, as well as generalization. The information basis of the research was statistical data on the results of monitoring the financial capacity of territorial communities of Ukraine. According to the results of the research, significant territorial differentiation of the level of financial capacity of communities of the Odessa region was established. The analysis showed significant differences between communities in terms of the level of local budget revenues per capita, the volume of capital expenditures, the level of subsidies and dependence on inter-budgetary transfers. Communities with a high and critical level of financial capacity were identified, and the main reasons for existing disparities and potential risks to budget security at the subnational level were outlined. The practical value of the article lies in the possibility of using the results of the research by local governments when assessing the financial capacity of communities, forming local budget policy and developing measures to strengthen budget security at the subnational level.
