FORMATION OF REGIONAL RENOVATION CLUSTERS AS A TOOL FOR STRENGTHENING THE COMPETITIVE POTENTIAL OF PROJECT-MANAGED ORGANIZATIONS

Abstract

In the context of large-scale challenges caused by the need for post-war reconstruction of Ukraine, traditional management models demonstrate insufficient efficiency, which necessitates the search for new tools for territorial organization of the economy. The relevance of the study is enhanced by the urgent need to implement the principles of sustainable development and digital technologies in the activities of project-oriented structures, which are the main executors of recovery programs. The purpose of the article is to theoretically substantiate and develop methodological principles for the formation of regional recovery clusters as a key factor in capitalizing on the competitive advantages of project-managed organizations within a cohesive economic space. To achieve the goal, a set of general scientific and special research methods was used: the methods of system analysis and synthesis allowed us to clarify the genesis of the concept of a recovery cluster in crisis conditions, the logical generalization method was used to identify the components of the competitive potential of project structures, the classification method was used to differentiate clusters by functional purpose, and the graphical modeling method allowed us to visualize the architecture of interaction in the «state - business - community» ecosystem. The study found that the regional recovery cluster is a specific form of territorial integration, which is based on the synergy of shared resources, knowledge exchange and minimization of transaction costs of participants. It was determined that the competitive potential of project-managed organizations within the cluster increases significantly due to the adaptability of management teams and the use of digital platforms that ensure accountability and trust of international investors. The results obtained have practical significance for managers of project-oriented companies, providing them with a clear algorithm for integration into cluster networks to reduce operational risks.
