DIGITAL TRANSFORMATION AS A DRIVER OF GREENING THE UKRAINIAN ECONOMY: REGIONAL CONTEXT
Abstract
The focus of scientific attention and public interest on the issues of sustainable development shifts the emphasis of state policy on stimulating economic growth to ensuring ecological and economic sustainability. This requires compliance with the compensatory function of environmental policy with the scale of natural resource use. The key trend of recent years is significant digital transformations that cover all spheres of public life. The purpose of the article is to study the impact of digitalization on the effectiveness of environmental policy implementation in terms of the quality of planning revenues from environmental taxes, the adequacy of budget financing of environmental protection measures, and the effectiveness of environmental control. The information base for the study was formed by data from the regions of Ukraine for 2025. In the process of the study, three key hypotheses were substantiated and empirically tested regarding the impact of digital transformations on the effectiveness of environmental policy implementation: the positive impact of digital transformations on the quality of planning and forecasting of resource payments (H1); the positive impact of digitalization on the growth of financing for environmental protection measures at the local level (H2); the positive impact of digital transformations on the effectiveness of environmental control (H3). As a result of the analysis, the first and third hypotheses were partially confirmed. Along with this, the second hypothesis was not empirically confirmed. This creates grounds to argue that digital mechanisms provide a significant improvement in the quality of information support for the implementation of environmental policy in terms of planning financial resources for its implementation, as well as control over the unauthorized use of natural resources. Nevertheless, the progress of digital transformations does not provide a positive impact on environmental protection financing indicators, which are traditionally a weak point of domestic environmental policy. The analysis deepens the scientific and methodological basis for adjusting the organizational and information mechanism for implementing environmental policy in the regions of Ukraine in the context of digital transformations
