PROCESS APPROACH TO PERSONNEL DEVELOPMENT MANAGEMENT IN THE IT INDUSTRY

Abstract

The rapid evolution of the global economy and the intensification of global competition impose new requirements on organizational management. The purpose of this article is to conduct a comprehensive analysis of the process approach applied to personnel development management within the information technology sector. The relevance of the topic is determined by the specific challenges of the IT industry, including the unprecedented speed of technological innovation, severe talent shortages, high employee turnover rates, and the critical need for continuous skill upgrades. In this dynamic environment, human capital is not merely an asset but the primary driver of strategic competitiveness and business success. The methodology of the research is based on a systematic review of theoretical literature, comparative analysis of traditional and contemporary human resource management models, and the synthesis of process-oriented management principles. The study systematically examines the core personnel development processes, mapping the complete employee lifecycle from talent acquisition and onboarding to continuous learning, performance management, career planning, and retention. The results indicate that the integration of the process approach allows IT companies to transform isolated HR functions into a cohesive, measurable, and highly adaptable system. It is established that traditional models must be synergized with modern frameworks such as the Competency-Based Approach, Agile HR, and Employee-Centric models. Furthermore, the study highlights that digitalization is a mandatory condition for implementing the process approach, requiring the extensive use of HR tech, artificial intelligence, and learning management systems. The practical value of the article lies in providing HR professionals and IT executives with a structured understanding of how to optimize personnel development activities. By adopting the identified frameworks and criteria, companies can significantly improve their talent retention rates, enhance the adaptability of project teams, and align their human resource strategies directly with overarching business goals, thereby ensuring long-term resilience and innovation capacity.
