FINANCIAL SECURITY OF THE STATE IN THE CONTEXT OF DIGITAL TRANSFORMATION OF THE FINANCIAL SECTOR
Abstract
The article substantiates the theoretical and applied foundations of the financial security of the state under the conditions of digital transformation, wartime challenges and macroeconomic instability. The relevance of the topic is determined by the growing dependence of national economic resilience on the stability of budgetary, debt, banking, monetary, tax and investment systems, as well as on the ability of public institutions to respond to new technological and cyber risks. The purpose of the study is to clarify the essence of financial security, identify its key structural components and systematize the current threats that influence the capacity of the state to maintain financial stability and support sustainable economic development. The methodological basis of the research includes general scientific methods of analysis and synthesis, logical generalization, comparative analysis, system approach and structural classification. The study identifies the main components of financial security and proves that its assessment should combine traditional macrofinancial indicators with new parameters of digital operational resilience, cybersecurity, transparency of financial flows and institutional capacity. Particular attention is paid to the dual impact of digitalization: on the one hand, it increases the efficiency of public finance management, financial inclusion and regulatory supervision; on the other hand, it creates risks related to cyberattacks, data quality, technological dependence and digital fraud. The article proposes a set of practical measures aimed at strengthening financial security, including the improvement of fiscal discipline, debt sustainability management, banking sector resilience, anti-shadow economy policy, development of secure digital infrastructure, risk-based financial supervision and interinstitutional coordination. The practical value of the article lies in forming an integrated approach to financial security management that can be used in the development of public financial policy and in improving the resilience of the national financial system.
