INSTITUTIONAL AND FINANCIAL FRAMEWORK FOR THE REPLACEMENT OF FIXED ASSETS IN UKRAINE’S STATE FORESTRY SECTOR
Abstract
It has been found that one of the main challenges in transitioning Ukraine’s state-owned forestry sector to a model of innovative and environmentally sustainable development, amidst the emergence of a new global environmental governance framework, is the high level of physical wear and tear on key forestry equipment. It has been established that the slow pace of renewal and modernisation of the main forestry assets of state-owned permanent forest users is due to the excessive narrowness of investment sources as a result of numerous institutional, foreign economic and financial constraints. Research has shown that, overall, an upward trend in the dynamics of the initial value of fixed assets in Ukraine’s state-owned forestry sector is observed for the period 2017–2024, driven by the acceleration of inflationary and devaluation processes, which in turn has had a cumulative impact on the cost of purchasing technical equipment and capital construction. It has been established that in 2024, the level of depreciation of fixed assets in Ukraine’s state forestry sector increased by 6.8% compared to 2017, indicating an increase in the level of physical wear and tear, primarily of the active portion of the fixed capital of permanent forest users. It has been established that corporatisation has created favourable institutional conditions for stimulating investment processes in the state forestry sector, in the increased capacity for centralised funding of projects to modernise forestry and forest protection infrastructure, which will enable the transition of forestry management to an innovative development model in line with best international practices. It is argued that the catalyst for diversifying sources of funding for capital investment in Ukraine’s state forestry sector is the use of direct and indirect budgetary support instruments for projects to acquire forestry and forest protection equipment, as well as the institutional reformulation of the rules governing the participation and conduct of regular forest users in the debt capital market with regard to obtaining credit resources. It has been demonstrated that increasing the volume of financing for capital investments in the state forestry sector is directly dependent on the development of state programmes to support projects for the utilisation of wood waste for the production of wood-based fuel products, as well as thermal and electrical energy.
