MANAGEMENT OF LABOR RESOURCES IN TERRITORIAL COMMUNITIES BASED ON THE DEVELOPMENT OF COOPERATION AND DIGITALIZATION: THE REGIONAL ASPECT OF MYKOLAIV REGION
Abstract
The article substantiates the role of cooperation and digitalization in improving labor resource management in territorial communities under wartime and post-war challenges. It is determined that territorial communities need new approaches to mobilizing local labor potential, supporting self-employment, developing small businesses and involving the population in productive activity. Cooperation is considered as a mechanism for consolidating material, financial, informational and labor resources, strengthening social cohesion and increasing the adaptability of the local economy. Particular attention is paid to rural and frontline communities of Mykolaiv region, where limited financial, human and infrastructural capacities require more rational use of available resources. It is established that the combination of cooperation and digitalization changes traditional approaches to labor organization, local resource management and interaction between actors of community development. Digital tools expand opportunities for communication, access to markets, online learning, consulting, electronic accounting, remote participation and project-based work. At the same time, the potential of these processes in Mykolaiv region is realized unevenly due to differences in the financial capacity of communities, digital infrastructure, digital literacy, local leadership and institutional readiness for innovation. Priority areas for improving labor resource management are identified: development of digital competencies, introduction of online platforms for communication, sales and coordination, digital support for management and accounting processes, strengthening cooperation between local self-government bodies, educational institutions, businesses, civil society organizations and cooperative associations. The proposed approach contributes to activating local labor potential, increasing the economic resilience of communities and creating prerequisites for sustainable territorial development.
