SOCIO-ECONOMIC SECURITY OF ENTERPRISES AS THE FOUNDATION OF NATIONAL SECURITY IN THE CONTEXT OF MILITARY AND STRUCTURAL ECONOMIC TRANSFORMATIONS

Abstract

The article substantiates the role of enterprise social and economic security as an essential component of national security and sustainable development. The relevance of the study is determined by military threats, structural imbalances, disruption of production links, labor shortages, limited financial resources, and the need for post-war economic recovery. It is emphasized that the stability of the national economy largely depends on enterprises’ ability to maintain continuous operations, preserve human capital, adapt to crisis conditions, support employment, and retain production capacity. The purpose of the article is to justify the importance of enterprise social and economic security in the national security system, identify key threats to business resilience, and develop practical approaches to strengthening it. The research is based on analysis and synthesis, a systemic approach, comparative analysis, and logical generalization. The study proves that the concentration of financial, labor, and material resources in the defense-industrial sector is strategically necessary during wartime. However, excessive concentration may create risks for civilian industries, which face declining demand, rising costs, labor outflow, restricted access to financing, and shrinking markets. The weakening of civilian enterprises reduces employment, tax revenues, domestic consumption, and the overall production potential of the economy. Therefore, balanced support for defense and civilian sectors is required. The article proposes a mechanism for ensuring enterprise social and economic security based on intersectoral cooperation, technology transfer, digitalization, state financial and institutional support, workforce retraining, and preservation of labor potential. The practical value of the results lies in their possible application by public authorities, local governments, enterprise managers, and development institutions in designing anti-crisis measures, supporting business activity, restoring economic potential, and forming sustainable strategies for post-war reconstruction.
