FORMATION OF A MECHANISM FOR ENHANCING THE COMPETITIVENESS OF SMALL AGRICULTURAL ENTERPRISES OF UKRAINE UNDER CONDITIONS OF SUSTAINABLE DEVELOPMENT

Abstract

The article examines the formation of a mechanism for enhancing the competitiveness of small agricultural enterprises of Ukraine under conditions of sustainable development and post-war economic transformation. The relevance of the study is driven by increasing financial constraints, logistical disruptions, export risks, and stricter environmental requirements associated with European integration and global market instability. Although the agricultural sector remains a key contributor to Ukraine’s export revenues, small enterprises face limited access to capital, modern technologies, and market infrastructure, which weakens their competitive positions and limits their development potential. The paper analyzes the current state of small agricultural enterprises, emphasizing their dependence on private financing, high production and transportation costs, insufficient integration into value chains, and vulnerability to external shocks. War-related challenges, including damaged infrastructure, disrupted logistics, and restricted market access, have intensified structural imbalances and reduced profitability for small producers. A comprehensive mechanism for increasing competitiveness is substantiated. It integrates financial and economic instruments, technological modernization, institutional and cooperative development, environmental sustainability measures, and digital transformation tools. The financial component focuses on diversification of funding sources, improved financial management, and cost optimization. The technological block highlights resource-saving innovations and value-added production. Institutional measures aim to strengthen cooperation, clustering, and market integration. Environmental and digital components enhance sustainability, transparency, and managerial efficiency. The study concludes that only a coordinated and systemic implementation of these interconnected measures can ensure sustainable competitive advantages and long-term development of small agricultural enterprises in the context of post-war recovery and European integration.
