METHODOLOGICAL PRINCIPLES OF EVALUATION OF THE EFFECTIVENESS OF ORGANIZATIONAL MANAGEMENT STRUCTURE

Abstract

The paper examines approaches to evaluating organizational management structures of enterprises operating in a continuously transforming business environment. The relevance of the study is driven by increasing market volatility, rapid technological advancement, and the growing complexity of organizational systems, which require enterprises to maintain flexibility, efficiency, and innovative capacity. The aim of the research is to develop and substantiate a methodological framework for assessing the effectiveness of management structures by integrating hierarchical and functional dimensions into a unified evaluation system. The methodological approach is based on the selection of qualitative and quantitative indicators, their normalization to ensure comparability, the determination of their relative weights through expert assessment, and the aggregation of results into a composite index. This integral indicator reflects the overall performance of the management structure and enables a comprehensive evaluation of its ability to coordinate managerial processes, optimize resource allocation, and support innovation-oriented development. It also ensures consistency in analytical comparisons across different enterprises and time periods, enhancing reliability of conclusions. The findings confirm that the proposed approach allows for the identification of strengths and weaknesses of organizational structures, the assessment of authority distribution, communication effectiveness, and the balance of functional responsibilities. An interpretative scale of the composite index is developed, distinguishing high, moderate, low, and critical levels of effectiveness, which enhances its practical application for decision-making at both strategic and operational levels. The methodology can be used to diagnose organizational structures, identify inefficiencies, support restructuring processes, improve adaptability to external changes, and strengthen competitiveness, thus ensuring sustainable development of enterprises in a dynamic and uncertain environment.
