SOCIAL INVESTMENT POLICY AS A MECHANISM FOR HUMAN CAPITAL RESTORATION AND ENHANCEMENT OF ECONOMIC PRODUCTIVITY IN UKRAINE

Abstract

The article examines the role of social investment policy as a key mechanism for restoring human capital and enhancing economic productivity in Ukraine under conditions of post-war transformation. The relevance of the topic is determined by the growing need to address the long-term consequences of human capital degradation caused by war-related challenges, including increased vulnerability, reduced access to essential services, and declining labor market participation. In this context, social policy is reconsidered not as a system of expenditures but as a strategic investment instrument aimed at strengthening individual capacities and ensuring sustainable economic growth. The purpose of the study is to substantiate the conceptual foundations and practical directions of social investment policy implementation as an integrated tool for human capital recovery and productivity growth. The methodological basis of the research includes a systematic approach, structural-functional analysis, and generalization of theoretical and applied principles of social and economic policy. These methods allow for identifying key policy components and assessing their role in shaping long-term development outcomes. The results of the study demonstrate that an effective social investment policy should be structured around several interconnected components. These include early and preventive interventions focused on child development and basic health, educational and skills-oriented measures aimed at improving learning outcomes and lifelong learning opportunities, labor market policies that promote employment and economic inclusion, and social protection mechanisms that ensure a minimum level of security and support for households. The integration of these components enables the simultaneous reduction of poverty risks and the restoration of productive capacities. The practical value of the article lies in the proposed framework for implementing social investment policy in Ukraine, which can be used for designing recovery strategies and improving the allocation of public resources. The findings may support policymakers in prioritizing interventions that ensure both social cohesion and long-term economic efficiency, thereby facilitating a transition from post-war recovery to sustainable development.
