CURRENT DEMOGRAPHIC CHALLENGES IN UKRAINE AND THEIR IMPACT ON HUMAN CAPITAL: A STATISTICAL PERSPECTIVE

Abstract

This article examines contemporary demographic challenges in Ukraine and their impact on the formation of human capital using a statistical approach. It analyzes key trends in demographic development, including declining birth rates, rising mortality rates, increased migration, and population aging. It has been established that, under conditions of full-scale war, these processes have become critical and are accompanied by a significant reduction in population size and a deterioration in its age structure. It has been determined that these factors lead to a decrease in the share of the economically active population, an increased burden on the social sector, and a reduction in economic growth potential. Based on statistical data, it has been demonstrated that demographic transformations directly affect the quantitative and qualitative characteristics of human capital, particularly through the loss of labor resources, a decline in educational potential, and a reduction in professional competencies. It has been demonstrated that migration outflows, educational losses, and labor market imbalances pose additional risks to the reproduction of human capital. Key trends in demographic development and their impact on the formation of human capital under current conditions have been identified, which negatively affects the country’s socioeconomic development. The report identifies the main demographic risks and their long-term consequences for the replenishment of the labor force, enhancing the economy’s competitiveness, and ensuring the country’s economic stability. It justifies the need to develop a comprehensive state policy aimed at overcoming the demographic crisis and restoring Ukraine’s human capital. Particular attention is paid to the role of institutional mechanisms in regulating demographic processes and supporting socially vulnerable population groups. The importance of integrating demographic policy with the state’s educational, economic, and migration strategies is emphasized. The need to use modern statistical methods to monitor demographic changes and justify management decisions is underscored.
