FACTORS OF STRATEGIC DEVELOPMENT OF THE REAL ESTATE RENTAL MARKET OF UKRAINE

Abstract

The article examines the key factors influencing the strategic development of the Ukrainian real estate rental market in the context of a full-scale military conflict and ongoing European integration transformations. These processes significantly affect the functioning of the national economy, reshape regional economic dynamics, and transform the structure of demand and supply in the real estate sector. Particular attention is paid to identifying the determinants that influence the stability, adaptability, and long-term development potential of the rental market under conditions of economic uncertainty and security risks. Based on the analysis of statistical data, the main groups of influencing factors were identified and systematized. These include security factors related to military risks and territorial safety; demographic and migration factors associated with large-scale internal displacement and external migration of the population; financial and economic factors determining investment activity and solvency of tenants; institutional and regulatory factors shaping the legal environment of the market; structural and technological factors reflecting the digitalization of real estate services; and European integration factors related to the gradual harmonization of Ukrainian regulations with European standards. The analysis also revealed a clear structural polarization of the rental market by region. Relatively safe regions of the country demonstrate a shortage of available rental properties and a rapid increase in rental rates due to the inflow of internally displaced persons and business relocation. In contrast, frontline regions experience stagnation or even a decline in rental prices as a result of reduced economic activity, population outflow, and increased security risks. This regional asymmetry significantly influences the spatial distribution of investment and demand within the real estate sector. Based on the research results, strategic priorities for the development of the rental segment in the medium and long term were identified. These priorities include improving market transparency, developing digital real estate platforms, stimulating investment in rental housing and commercial properties, strengthening institutional regulation, and adapting national real estate market mechanisms to European integration processes. The implementation of these measures will contribute to increasing the stability and competitiveness of the Ukrainian rental market and support its role in the country’s post-war economic recovery.
