FISCAL INCENTIVES AND STATE SUPPORT AS INSTRUMENTS FOR THE FINANCIAL PROVISION OF SUSTAINABLE DEVELOPMENT IN THE AGRICULTURAL SECTOR
Abstract
Sustainable development of the agricultural sector requires effective fiscal incentives which, combined with governmental support, ensure the formation of stable financial resources. To date, agribusiness faces multiple global challenges, such as climate change, volatility of world markets, financial instability, and structural transformations, which necessitate comprehensive financial provision for sustainable growth. The application of fiscal incentives and governmental support mechanisms enhances effectiveness, facilitates investment, modernizes production facilities, and promotes the integration of innovative technologies, thereby strengthening the economic security, competitiveness, and resilience of agribusiness enterprises. In particular, the combination of tax relief, subsidies, preferential credit programs, and targeted development initiatives enables agricultural producers to both expand their financial capacity and implement ecologically oriented practices, such as organic farming and efficient natural resource use. This approach not only ensures short-term financial stability but also promotes long-term resilience of the agricultural sector, aligning domestic policy with European integration processes and post-conflict recovery efforts. Furthermore, analysis of EU experiences highlights the significance of integrated measures, including direct and indirect incentives, ecological taxation, and strategic subsidies, which increase economic motivation for the transition to sustainable production methods. The efficient use of fiscal instruments and governmental support contributes not only to sustaining production but also enhances the agricultural sector’s innovation potential, facilitates infrastructure development in rural areas, and ensures food security, environmental protection, and overall efficiency. This study emphasizes the need for coordinated, fiscally sound, and adapted policies which consider current challenges and regional peculiarities, aiming at the long-term sustainable development of the agricultural sector, financial stability, and national economic adaptation.
