INVESTMENT SUPPORT FOR THE RECONSTRUCTION OF FIXED CAPITAL IN THE FORESTRY SECTOR IN THE CONTEXT OF CURRENT CHALLENGES: STRUCTURAL AND DYNAMIC CHARACTERISTICS
Abstract
It has been established that the effective functioning of the forestry sector is directly linked to the pace of modernisation, reconstruction and technical re-equipment of fixed capital. It requires an increase in capital expenditure on forestry and hunting in the state forestry sector of Ukraine. It has been found that the actual amount of capital expenditure increased even despite the large-scale invasion of Ukraine by Russian invaders. That is largely due to the fact that the state forestry sector had to be rapidly reoriented towards the construction of wooden fortifications and other defensive structures both in the zone of contact with the enemy and in the frontline territories. Studies have shown that an important component of capital expenditures for forestry and hunting in the state forestry sector of Ukraine is investment costs for the purchase of technical equipment, which in 2024 increased by UAH 427.1 million, or 4.3 times, compared to 2013. This, in turn, reflects the intensification of the modernisation of the material and technical base of permanent forest users of state ownership and the introduction of innovative methods of forest management. It has been determined that capital expenditures for the preservation of the nature reserve fund in the state forestry sector of Ukraine in 2024 decreased by UAH 0.4 million, or 22.8%, compared to 2013, which complicates the convergence of the domestic model of nature conservation and best practices for the functioning of protected areas in EU countries. It has been substantiated that achieving positive changes in investment support for the reproduction of fixed capital in the forestry sector requires a transformation of the existing model of investment activity in the state forestry sector of Ukraine. It covers three main stages. The first stage is reviewing the investment priorities for the modernisation of the fixed capital of permanent forest users, taking into account military challenges. The second stage is diversifying the sources of investment for the reproduction of basic forestry assets based on the implementation of green investment methods and instruments. The third stage is diversifying the set of tools to encourage permanent forest users to accelerate the processes of renewal and modernisation of the active part of the main forestry assets.
