SDG-ORIENTED APPROACH TO THE FORMATION OF THE FINANCIAL SUPPORT MECHANISM FOR SUSTAINABLE DEVELOPMENT OF THE AGRICULTURAL SECTOR
Abstract
The article aims to substantiate an SDG-oriented (Sustainable Development Goals) framework for the formation of a financial support mechanism for the sustainable development of the agricultural sector under conditions of economic transformation, climate pressure, institutional volatility, and increasing global uncertainty. The relevance of the study arises from the need to modernize traditional financial arrangements, strengthen risk management capacity, and ensure the strategic alignment of financial flows with long-term sustainability objectives in agriculture. The research is based on systemic, structural-functional, and risk-oriented approaches. It employs methods of comparative analysis, logical generalization, abstraction, and conceptual modeling to identify the structural components of the mechanism, determine their functional roles, and clarify their interrelationships within the system of financial relations. Particular attention is paid to integrating sustainability criteria into financial decision-making and translating development priorities into measurable financial parameters. The findings support the interpretation of the financial support mechanism as an integrated, multi-level system comprising institutional, regulatory, financial-instrumental, analytical, and result-oriented components. The study demonstrates how the coordinated interaction of these elements enables the mobilization, allocation, and effective use of financial resources while simultaneously managing climate, market, financial, and institutional risks. An SDG-oriented configuration of the mechanism is proposed, linking financial objectives with performance indicators and impact assessment tools to ensure coherence between financial policy and strategic development priorities. The practical significance of the article lies in the applicability of the proposed conceptual framework for improving public financial policy, designing sectoral support instruments, structuring risk-sharing arrangements, and developing investment strategies aimed at enhancing the resilience, competitiveness, and long-term sustainability of the agricultural sector.
