DEVELOPMENT OF THE FOREIGN ECONOMIC POTENTIAL OF ENTERPRISES BASED ON SMART SPECIALIZATION IN THE CONDITIONS OF WAR AND POST-WAR RECOVERY OF UKRAINE
Abstract
The article examines the theoretical and methodological foundations and substantiates an econometric mechanism for developing the foreign economic potential of Ukrainian enterprises based on the smart specialisation approach under wartime and post-war transformations. The relevance of the topic is determined by structural shifts in Ukraine’s economy caused by globalisation, European integration processes, digital transformation, and military risks. Given the predominance of raw-material exports and the growing trade deficit, there is an objective need to modernise the model of foreign economic activity and to reorient it towards innovation-driven and high value-added production integrated into European and global value chains. The purpose of the study is to justify a comprehensive mechanism for enhancing the foreign economic potential of enterprises through the implementation of smart specialisation principles, taking into account wartime constraints and post-war recovery challenges. The research methodology is based on a systemic and structural-dynamic approach, econometric modelling, the SMART framework, and scenario forecasting. As a result of the research, an econometric model for determining the integral indicator ISMART was developed. This indicator reflects the level of implementation of enterprises’ foreign economic potential and incorporates key determinants: innovation activity, digital transformation, foreign investment, European integration, and military risks. The model allows for evaluating the elasticity of exports with respect to innovation and digitalisation, as well as assessing the constraining impact of military threats. Furthermore, a structural mechanism for the development of foreign economic potential was proposed, including institutional, innovation, investment, digital, logistics, and human capital components. The practical significance of the study lies in the possibility of applying the proposed model and mechanism for forecasting export dynamics, assessing the effectiveness of state foreign economic policy, forming enterprise development strategies, designing regional smart specialisation strategies, and modelling post-war recovery scenarios.
