NATURAL RESOURCES IN THE SYSTEM OF SOCIO-ECONOMIC DEVELOPMENT OF UKRAINE: DETERMINANTS OF INVOLVEMENT IN THE REPRODUCTIVE PROCESS

Abstract

It has been established that, in the context of the reformatting of the global geopolitical, financial, and innovation-technological space, there is a diversification of forms, methods, and means of attracting natural resources into the reproductive process of national economies. It has been substantiated that the accelerated development of the high-tech manufacturing sector on a global scale and the challenges of war and post-war periods require a review of the place and role of natural resources in the system of social and economic development of Ukraine, its regions and local communities. The results of the research demonstrate that the main exogenous determinants of the diversification of forms, methods and means of attracting natural resources into the reproductive process of Ukraine's economy are following 1) increased interest of global geo-economic actors and transnational capital in deposits of rare earth minerals and alkali metal ores; 2) European Union requirements regarding the expansion of the area of nature reserve funds; 3) implementation of global sustainable development goals and low-carbon development priorities in the system of rationalisation of natural resource use. It has been determined that the endogenous determinants for revising the priorities of economic development of natural resource potential in Ukraine in the context of wartime and post-war challenges are: 1) increasing the importance of natural resources in the socio-economic development of rural areas as the main area of concentration of natural raw materials and natural biogeocenoses that produce a wide range of ecosystem services; 2) the need to maximise value chains based on the processing of natural raw materials in the sphere of material production; 3) the need to increase the use of secondary, substandard and low-value natural raw materials for the needs of the bioenergy sector of the national economy in order to strengthen the country's energy independence, deconcentrate energy infrastructure facilities and ensure the energy self-sufficiency of basic-level territorial communities. It has been substantiated that ensuring a positive cumulative impact of exogenous and endogenous determinants on the pace, proportions and scale of economic development of Ukraine's natural resource potential requires the establishment of modern fiscal regulation tools for natural resource use, which maximize natural resource rent revenues to public budgets and ensure the formation of targeted public funds to finance the implementation of natural resource exploitation and conservation projects.
