A SYSTEMIC APPROACH TO THE DEVELOPMENT OF HIGH-TECH ENTERPRISES IN AN UNSTABLE ENVIRONMENT
Abstract
The article is devoted to a comprehensive study of the development of high-tech enterprises in an environment characterized by instability, increased uncertainty, and frequent structural shifts. The focus is placed on a systemic approach as an applied managerial framework that ensures coherence of actions, preservation of enterprise integrity, and controllability of development processes. The author proceeds from the position that fragmented managerial decisions oriented toward separate functional areas do not generate a sustainable outcome and intensify internal imbalances. The study provides a detailed analysis of the functioning of high-tech enterprises through the interaction of production, technological, managerial, financial, and human resource subsystems. The research is concentrated on identifying critical nodes where resources and managerial decisions are accumulated and which determine the boundaries of enterprise stability and adaptability. It is demonstrated that inconsistencies between subsystems constitute the primary factor of efficiency loss and reduced capacity to respond to external shocks. Practical approaches to the implementation of systemic development management are substantiated through the integration of key subsystems and the synchronization of their operational rhythms. Particular attention is paid to aligning strategic objectives with existing resource and time constraints, which makes it possible to avoid system overload and reduce managerial risks. It is proven that systemic integration increases the predictability of results and ensures development stability even under conditions of external fluctuations. A separate emphasis is placed on assessing development outcomes through changes in indicators of stability, adaptability, and competitive positions of high-tech enterprises. The author proposes scientific recommendations regarding the use of systemic indicators to adjust development trajectories. The practical value of the study lies in the possibility of applying the obtained results in the strategic management of high-tech enterprises under conditions of instability.
