MARKETING DETERMINANTS OF THE STRATEGIC VALUE OF CRITICAL INFRASTRUCTURE FOR INTERNATIONAL INVESTORS AND MANAGEMENT OF BUSINESS PROCESSES OF THE LOGISTICS MARKET IN CONDITIONS OF UNCERTAINTY

Abstract

Logistics and warehouse infrastructure constitute key components of a country’s critical infrastructure, determining the resilience and continuity of production, trade, and foreign economic activities. Under conditions of military uncertainty and structural changes in international trade, the role of logistics has significantly increased, while warehouse infrastructure has acquired strategic importance as a mechanism for maintaining supply chain continuity, supporting business adaptation, and ensuring overall economic stability. The aim of the article is to generalize theoretical and applied approaches to the development of logistics and warehouse infrastructure in Ukraine and to substantiate directions for improving logistics business process management in line with European integration priorities. The study employs systemic and structural-logical analysis, synthesis of statistical data, and comparative analysis. The results indicate that military challenges have reshaped transport flows, causing a shift from maritime transport to rail and road modes and increasing pressure on warehouse real estate, particularly in the western regions of Ukraine. Key constraints to warehouse infrastructure development are identified, including shortages of modern warehouse facilities, high construction and operating costs, energy dependence, labor shortages, and limited capacity of cross-border logistics infrastructure. It is substantiated that further development of logistics and warehouse infrastructure should incorporate best practices from European logistics systems, particularly in the areas of intermodal hub development, digitalization of logistics processes, sustainability standards, and regulatory harmonization with European Union requirements. The results provide a scientific basis for enhancing the resilience of national logistics system. The implementation of these approaches will enhance the investment attractiveness of the logistics sector, facilitate Ukraine’s integration into European supply chains, and contribute to long-term economic resilience and post-crisis recovery.
