EVALUATION OF THE EFFECTIVENESS OF STATE SUPPORT FOR AGRIBUSINESS UNDER EMERGENCY CONDITIONS

Abstract

In the context of war losses and economic instability, state support becomes a key tool for preserving and restoring Ukraine's agricultural potential. However, the effective use of budgetary funds requires a scientifically grounded evaluation. Due to the global crisis, it has become vitally necessary to update the system of financial support for agriculture by studying and applying advanced global approaches to financial relations between the state and agricultural producers. The use of statistical methods allows for an objective analysis of state program results, determining the impact of subsidies, loans, and grants on farmers' production activities, and formulating recommendations for increasing the effectiveness of state policy in this area. The article analyzes the current status, directions, and results of state support for Ukraine's agricultural sector. The main financial aid instruments are reviewed, including budgetary subsidies, preferential lending, grant programs, and compensation for the cost of machinery and seeds. Based on official statistical data, the paper investigates the dynamics of financing agricultural production in recent years, the structure of state expenditures across support programs, and their impact on key economic indicators of agricultural enterprises – production volume, profitability, yield, and employment levels. The article consistently implements an analytical, statistical, and applied approach, which allowed achieving the goal: to objectively assess the effectiveness of state support for agricultural production and outline ways for its improvement. The work also identifies the main problems in the use of budgetary funds, including the uneven distribution of support, insufficient transparency of financing mechanisms, delays in payments, and the low effectiveness of certain programs. Based on the conducted analysis, recommendations are formulated for increasing the efficiency of state support for agricultural production under emergency conditions, specifically: improving recipient selection criteria, implementing monitoring of fund utilization results, expanding electronic reporting systems, and supporting small farms.
