PROJECT-ORIENTED WASTE MANAGEMENT IN COMMUNITY REGENERATION PROCESSES
Abstract
The article explores the specifics of applying a project-based approach in waste management and its impact on community regeneration. The relevance of the study is due to the need to find effective tools to ensure the comprehensive restoration of territories in the post-war period. Therefore, the need to apply a project-oriented approach becomes relevant, which will allow for systematic planning, implementation and control of waste management measures in the context of sustainable restoration of communities. The specified problem has a number of important scientific and practical tasks related to the sphere of public management and administration, local development, environmental safety and the implementation of the principles of sustainable development of the territory. The article substantiates the role of integrating infrastructure, management and educational measures in the effective implementation of project-based waste management at the territorial level. The developed conceptual scheme allows illustrating the approach to organizing a waste management system in crisis conditions through the use of project-based management. The study also identifies the influence of local governments, municipal enterprises, businesses, public organizations and the local population on the level of waste management projects effectiveness, and also proves that multilateral interaction and cooperation make it possible to ensure consistency of goals, improve the level of management decision-making, and reduce risks that can significantly affect the project. Potential risks and problems that may arise during the project implementation, the factors causing them, the probability of occurrence, the degree of negative consequences for the project and actions to prevent or minimize the risk were analyzed. It was found that the implementation of a monitoring system and modern digital solutions helps to carry out systematic and reliable accounting of the volume of waste generation, collection, processing and disposal and creates a basis for making informed management decisions through operational data analysis and forecasting of potential risks.
