ENSURING ATTRACTION OF FDI IN UKRAINE: THE IMPACT OF THE POSITION IN LEADING INTERNATIONAL INVESTMENT RATINGS
Abstract
The article is devoted to the study of the relationship between Ukraine's positions in the leading international investment rankings and foreign direct investment flows into its economy. To achieve the set goal, Ukraine's position in selected ratings, such as the Index of Economic Freedom, the Investment Attractiveness Index of the European Business Association, was analyzed. Regional comparison with selected European countries allowed us to assess Ukraine's competitiveness in the main ratings that determine investment attractiveness. The position of Ukraine and selected European countries in key indices (Global Innovation Index, Corruption Perceptions Index, Index of Economic Freedom) was compared, and net FDI inflows as a percentage of the GDP of Ukraine and European countries were analyzed. The place of Ukraine and selected European countries in the Global FDI Performance Index was determined, and a comparison of the main sectors of foreign capital investment was made. A study of the dynamics of foreign direct investment in Ukraine during 2018–2025 was conducted, which demonstrates a complex relationship between internal reforms, external challenges and Ukraine's rating positions. It was concluded that Ukraine demonstrates high variability in international assessments. Positive dynamics are noted in the innovation and reputation indices, while certain stagnation is currently recorded in the assessments of economic freedom, anti-corruption and institutional efficiency, which indicates a structural asymmetry of reforms. Attention is focused on the fact that Ukraine is forced to implement structural reforms in conditions of martial law and the need to ensure defense, which creates specific challenges that objectively slow down the pace of institutional changes. A connection between the volume of capital inflows and positions in the ratings was revealed: the growth of investments has a positive effect on institutional stability, and an increase in rating points stimulates further FDI inflows.
