MODERN INSTITUTIONALISM AS THE THEORETICAL BASIS FOR THE FORMATION OF THE STATE POLICY MECHANISM FOR DIGITAL TRANSFORMATION IN THE ECONOMY OF UKRAINE
Abstract
In the contemporary world, digital transformation is one of the key drivers of economic growth, competitiveness, and the quality of public governance. For Ukraine, which is simultaneously experiencing the challenges of full-scale war, European integration, and deep socio-economic transformations, digitalization has not only technological but also strategic importance. At the same time, practical experience shows that the success of digital change depends primarily on the quality of public policy and the maturity of the institutional environment rather than solely on the level of technological development. The purpose of the article is to substantiate the influence of the modern institutional theory on the formation of the elements of state policy for digital transformation in the economy of Ukraine and to determine the role of the state in the development of the digital economy under conditions of wartime challenges and transformational processes. It is proved that the digital economy is formed not only as a result of technological implementation but also through the system of formal and informal institutions that determine the “rules of the game” for the state, business, and citizens. It is substantiated that the active role of the state is a necessary condition for effective digital transformation, especially under wartime conditions, limited investment resources, digital inequality, and the need to ensure security and sovereignty. Market mechanisms alone are unable to solve the problems of cybersecurity, data protection, digital infrastructure development, and the inclusiveness of digitalization. A conceptual model of the formation of the mechanism of state policy for digital transformation in the economy of Ukraine is proposed, and the role of digital ecosystems as an institutionally organized environment for interaction between the state, business, and society is revealed. Further research prospects are related to the development of tools for assessing the effectiveness of state digital policy, the analysis of the institutional quality of digital reforms, and the study of the transformation of digital ecosystems in the process of post-war economic recovery of Ukraine.
