STATE FINANCIAL POLICY AS AN INSTRUMENT FOR ENSURING THE SOCIAL DEVELOPMENT OF UKRAINE: CHALLENGES, TRENDS AND PRIORITIES OF MODERNIZATION
Abstract
The article examines the transformation of Ukraine’s public financial policy in the context of ensuring social development under wartime and post-war challenges. It reveals the evolution of the scale and structure of social expenditures of the consolidated budget in 2018–2024, characterizes the main trends, and identifies the factors determining the shifts in the state’s social policy priorities. The analysis shows that despite the nominal growth of social expenditures, their share in the budget structure has significantly decreased due to the sharp expansion of defense needs, the substantial increase in security-related spending, the restoration of critical infrastructure, and the servicing of public debt. It is substantiated that the most dynamic growth is observed in expenditures on social protection and social security, which is linked to supporting internally displaced persons, veterans, families of military personnel, households that have lost sources of income, as well as to the indexation of social standards in response to high inflationary and socio-economic risks. At the same time, investment expenditures on education and healthcare demonstrate uneven dynamics and continue to lag behind the real needs of these sectors, slowing the modernization of social infrastructure, deepening regional disparities, and limiting opportunities for human capital development. The study identifies key structural and institutional constraints hindering socially oriented financial policy, including low trust in state institutions, a high level of income shadowing, insufficient targeting of certain programs, weak performance monitoring, and dependence of the social sphere on external financing under wartime conditions.It is emphasized that overcoming these challenges requires strengthening the targeting and fairness of social support, expanding the digitalization of social services, shifting towards a model of investment in human development, aligning social and defense priorities, and integrating behavioral economics approaches to enhance the efficiency of public spending. The article provides a comprehensive vision for renewing public financial policy as a key instrument for strengthening social resilience, promoting sustainable development, and shaping a capable social state in Ukraine in the long-term perspective.
