INSTITUTIONAL AND FUNCTIONAL PROVISION OF THE PUBLIC HEALTH SYSTEM IN UKRAINE: THE KEY DRIVERS OF THE POST-WAR RECOVERY OF HUMAN POTENTIAL

Abstract

The article is devoted to a comprehensive analysis of the infrastructural capacities and institutional‑functional adaptation of Ukraine’s public health system in the context of post‑war recovery of the country’s economic and human potential. The study examines the evolution of the public health system over the period 2019–2025, highlighting the impact of health sector reforms, the COVID‑19 pandemic and the full‑scale armed aggression on its structural and resource characteristics. Particular attention is paid to assessing the condition of the material and technical base of healthcare facilities, the level of human resources, and the resilience of financing mechanisms under crisis and post‑crisis conditions. The research identifies key financial, infrastructural and workforce challenges, as well as regional disparities in the development of public health services. It was defined, that Ukranian public health system currently faced with the problems of worn out and partially destroyed material and technical base, lack of workforce and financing. Simultaneously there is an increasing workload due to the war and the necessity of adopting new approach in work with combatants and injured civils. Building on national and international approaches, the article proposes priority directions for the institutional and functional adaptation of the public health system in the post‑conflict rehabilitation period, including infrastructure modernisation, strengthening of human resources, scaling up of digital solutions and the development of sustainable long‑term financing models. It has been determined that the incomplete implementation of reform measures requires the intensification of regulatory policy. Restructuring the public health system must systematically balance the personnel, financial, organizational, and material components. The main measures should be the modernization of the material base, financial incentives for the development of human resources, the implementation of modern digital technologies the rational use of international assistance and overcoming regional disparities.
