FINANCIAL CONTROL IN THE PUBLIC PROCUREMENT SYSTEM: CURRENT STATE AND DEVELOPMENT DIRECTIONS
Abstract
The article provides a comprehensive study of the current state of financial control in Ukraine’s public procurement system under martial law. Public procurement is one of the most vulnerable areas of public finance, as it involves significant budgetary resources and directly affects their transparent and targeted use. Despite the implementation of the electronic ProZorro system, an extensive regulatory framework, and the active work of state financial control bodies, the number of violations in procurement remains high. The study identifies key problems: the absence of a unified integrated monitoring system, insufficient coordination between internal audit, accounting, and external control, limited tools for analytical risk assessment, and the persistence of corruption practices in tender procedures. Special attention is paid to the impact of martial law, which has led to a sharp increase in government spending on defense and humanitarian needs, thereby intensifying the burden on the financial control system and highlighting the need for its adaptation to rapidly changing priorities. Based on the analysis of procurement dynamics in 2020–2024, the article demonstrates positive trends in growth and competition, while emphasizing the necessity of improving control procedures. A special role is assigned to the expansion of the powers and tools of the State Audit Service and other supervisory institutions, which should move from selective to continuous monitoring of risky tenders using automated algorithms and open data. An algorithm of financial control based on the principles of systematization and continuity is proposed, covering planning, regulatory review, tender documentation analysis, evaluation of tender committee decisions, verification of budget expenditures, and monitoring of recommendations. The conclusion stresses that further development of financial control should rely on digitalization, integration with information platforms, strengthening of anti-corruption mechanisms, and the use of international experience, which will ensure effective and transparent management of public finances.
