CONTROLLING THE PERSONNEL OF IT COMPANIES IN CONDITIONS OF STAFF SHORTAGE

Abstract

The article substantiates the theoretical and methodological foundations for developing an adaptive personnel controlling mechanism in IT organizations operating under conditions of acute structural deficit of qualified specialists (Middle+, Senior levels). The study analyzes the systemic limitations of traditional management approaches, demonstrating that in the hyper-dynamic IT environment, standard Key Performance Indicators (KPIs) serve as a function of time characterized by rapid temporal degradation of validity. It is proven that the high volatility of staffing necessitates a transformation of controlling from a fiscal instrument into a navigational system capable of diagnosing engagement loss risks before a crisis occurs. A conceptual model of proactive personnel controlling is proposed, based on the mechanism of managing deviations not as errors, but as valuable information signals. The core of the model consists of three interconnected elements adapted to the specifics of the IT sector. Firstly, a system of determinant indicators is introduced, shifting the focus from quantitative metrics to quality and sustainability indicators (e.g., Bug Reopen Rate, individual eNPS, Bus Factor). Secondly, a methodology of zonal normalization based on the "traffic light" principle is developed, which calibrates risk zones (Green, Yellow, Red) depending on the specialist's grade. It is emphasized that for key personnel, even minor deviations (Yellow zone) serve as a critical signal for immediate intervention. Thirdly, a matrix of preventive managerial actions is designed to formalize response scenarios, shifting the focus from retrospective punishment to proactive support and mentorship. The practical value of the proposed model lies in its ability to level the negative impact of the time factor on KPI validity. Implementation of this mechanism facilitates the transition to Data-Driven Management, transforms the manager's role into a facilitator, and creates an effective Early Warning System. This approach allows IT companies to minimize the cascade effects of personnel loss, prevent professional burnout at early stages, and ensure long-term organizational adaptability and stability in a turbulent labor market.
