ADAPTIVE MANAGEMENT OF TRANSPORT ENTERPRISE DEVELOPMENT IN THE CONTEXT OF DYNAMIC CHANGES IN THE EXTERNAL ENVIRONMENT
Abstract
The article discusses the adaptation of transport companies to rapidly changing conditions in an unstable external environment and highlights the theoretical foundations and practical mechanisms for strengthening sustainability and competitiveness. The relevance of the study is due to increased geopolitical threats, disruptions in logistics chains, fluctuations in global and national markets, accelerated technological transformations, and growing environmental and regulatory pressure associated with European integration. The key external and internal factors affecting the adaptability of Ukrainian transport companies are identified, and strategic directions for ensuring their stable functioning and long-term development in conditions of uncertainty, volatility and external risks are substantiated. The study analyses the impact of economic instability, political and security threats, technological changes caused by digital transformation, military risks, environmental challenges and changes in international transport corridors on operational performance. Particular attention is paid to the role of digitalization as a catalyst for the modernization of the transport sector through intelligent transport systems, autonomous technologies, data-driven logistics platforms, innovative supply chain solutions and modern monitoring tools. It is emphasized that effective adaptation requires technological readiness, organizational flexibility, enhanced management decision-making, human capital development, service diversification and proactive crisis and risk management. A system of adaptive management measures is proposed that integrates sustainable development, innovation, strategic forecasting, and infrastructure modernization. These measures form a comprehensive system aimed at increasing resilience, restoring logistics networks, ensuring uninterrupted supply chains, and promoting a more predictable, energy-efficient, and environmentally friendly transport environment. Particular emphasis is placed on strengthening Ukraine's integration into the European transport space by harmonizing the regulatory framework with EU requirements and developing infrastructure in line with TEN-T principles. These measures will increase international competitiveness, expand access to global logistics networks and contribute to the post-war recovery and modernization of the transport sector.
