FINANCIAL CONVERGENCE AS AN INDICATOR OF UKRAINE’S INTEGRATION READINESS FOR THE EUROPEAN UNION
Abstract
The article explores financial convergence as a central indicator of Ukraine’s integration readiness for accession to the European Union, combining theoretical generalization with practical analysis of institutional and macro-financial dimensions. The study argues that convergence between national and European financial systems reflects not only macroeconomic stability but also the depth of institutional adaptation, fiscal discipline, and policy coherence within the broader process of European integration. The aim of the research is to develop a scientifically grounded framework for assessing the degree of financial alignment between Ukraine and the EU, emphasizing the interconnection between monetary coordination, regulatory transparency, and fiscal sustainability. Methodologically, the study integrates conceptual analysis and comparative synthesis of convergence models used in EU member and candidate states, allowing for a multidimensional interpretation of financial harmonization. The analysis reveals that, despite progress in exchange rate stabilization, inflation targeting, and banking supervision, Ukraine continues to experience persistent asymmetries–including fiscal imbalance, institutional fragmentation, and incomplete harmonization of financial reporting and oversight systems with EU standards. To address these challenges, the author proposes a three-level conceptual model of integration readiness, which unites cognitive (strategic awareness of convergence goals), analytical (systematic evaluation of parameters and indicators), and functional (implementation of adaptation mechanisms) dimensions. This model integrates quantitative and qualitative indicators of financial harmonization, forming a comprehensive framework for assessing convergence dynamics. The results highlight that deepening fiscal coordination, enhancing monetary cooperation, and strengthening institutional capacity are essential prerequisites for sustainable convergence and macro-financial stability. The findings also emphasize the importance of financial convergence in supporting Ukraine’s post-war recovery and building resilience within the European financial space. The proposed framework offers practical value for policymakers by serving as a diagnostic tool for monitoring financial reforms and guiding long-term integration strategies aimed at improving competitiveness and institutional readiness in accordance with EU standards.
