THE HOUSING STOCK OF UKRAINE IN TIMES OF WAR: ANALYSIS OF THE STATE AND PROSPECTS FOR RECOVERY

Abstract

The article provides a comprehensive assessment of the housing stock of Ukraine under the conditions of full-scale war, which has caused extensive destruction of residential infrastructure and significant social and economic consequences. The study focuses on evaluating the scale of housing losses, identifying regional disparities, and revealing key structural changes in the housing sector. The purpose of the article is to analyze the current condition of the housing stock, determine the spatial distribution of damage, and outline conceptual foundations for defining effective investment priorities in the process of reconstruction. The methodological basis includes statistical, analytical, comparative, and structural approaches, which allow for the systematization of quantitative indicators, the identification of long-term trends, and the assessment of factors influencing regional differences in housing development and damage intensity. The results demonstrate substantial destruction of both individual and multi-apartment buildings, with marked regional variation and increasing pressure on housing systems in relatively safer regions receiving internally displaced populations. The analysis emphasizes the need to strengthen institutional coordination, improve the efficiency of resource allocation, and introduce transparent mechanisms for monitoring reconstruction. The study highlights the importance of combining state regulation with private sector participation and expanding access to international financial support to ensure timely and economically justified restoration of residential infrastructure. The practical significance of the article lies in the formulation of recommendations aimed at improving investment planning, enhancing the resilience of housing systems, and supporting long-term strategies for the recovery of war-affected territories. The findings can serve as a scientific basis for developing policies that ensure sustainable reconstruction, balanced regional development, and improved living conditions for the population.
