RECOVERY OF UKRAINE’S LIVESTOCK SECTOR THROUGH THE DEVELOPMENT OF A COMPREHENSIVE INSTITUTIONAL SUPPORT ENVIRONMENT

Abstract

This study presents a detailed and multidimensional analysis of the current state, challenges, and prospects of animal husbandry in Ukraine, addressing economic, technological, social, and environmental aspects of the sector. It investigates the effectiveness of government policies, financial support mechanisms, and institutional frameworks that aim to stimulate the development of livestock enterprises, including small and medium-sized farms, agricultural cooperatives, and large industrial producers. Particular attention is given to the implementation of modern technologies in breeding, feeding, health management, and processing, as well as the adoption of precision farming techniques and digital solutions that improve productivity and reduce operational costs. The research identifies a wide range of structural and systemic barriers limiting sector growth, including insufficient investments, outdated equipment, low levels of mechanization, poor infrastructure for storage and processing, and limited access to domestic and international markets. The study emphasizes the necessity of an integrated approach to farm management, combining strategic planning, risk management, and regional development programs, to enhance competitiveness and resilience. It also highlights the role of scientific research and innovation transfer in addressing the challenges of sustainability, environmental compliance, and animal welfare. Moreover, the paper discusses strategies for strengthening cooperation between government institutions, research organizations, private enterprises, and farmers’ associations, fostering innovation, improving resource efficiency, and supporting knowledge-based development. Special focus is given to economic sustainability, productivity growth, and ensuring food security, while also considering the social implications for rural communities and employment. The findings provide evidence-based recommendations and practical insights that can inform policymakers, industry stakeholders, and researchers, contributing to the creation of long-term strategies aimed at ensuring the stability, modernization, and competitiveness of the Ukrainian livestock sector within global market dynamics and evolving technological opportunities. This comprehensive analysis underscores the importance of a holistic approach to policy, management, and innovation to achieve sustainable growth and resilience in Ukraine’s animal husbandry industry.
