STRATEGIC MANAGEMENT OF THE DEVELOPMENT OF AGRICULTURAL ENTERPRISES IN MODERN CONDITIONS

Abstract

The article substantiates the concept of strategic management of the development of agricultural enterprises in an environment of permanent turbulence, caused by a combination of military risks, resource constraints, logistical failures and increased institutional pressure from the EU. The purpose of the study is to form holistic theoretical and methodological principles that combine resilience, antifragility, financial stability and reproducible capacity into a single strategic contour. Methodologically, the work is based on the resource-competence approach, stakeholder logic, the concept of sustainability of agri-food chains and the requirements of the EU Common Agricultural Policy 2023–2027, supplemented by tools for scenario planning and digital monitoring of indicators in real time. The scientific novelty lies in the proposed multi-level management model: (1) diagnostics of the strategic position and resilience (financial, operational, logistical, environmental, personnel, digital); (2) goal setting with an emphasis on adaptability and resource potential reproduction; (3) a portfolio of strategies in four blocks - market and sales, innovation and technology, financial and investment, environmental and social; (4) a database-based strategic control system. It is shown that digital resource management platforms, IoT monitoring, data analytics and traceability tools perform dual functions: they increase the efficiency and transparency of management decisions, while serving as “proof of reliability” for banks, insurers and donors. The practical significance lies in outlining financing mechanisms (soft loans, guarantee programs, agricultural risk insurance, grant instruments) that allow SMEs to maintain liquidity, restore their material and technical base and meet European standards of sustainability, traceability and climate neutrality. The proposed sequence of “diagnostics - scenarios - selection of initiatives - financing - digital control” ensures the alignment of short-term viability with long-term competitiveness, promotes integration into EU markets and enhances the contribution of the agricultural sector to macro-financial stability and post-war reconstruction.
