CONCEPTUAL FRAMEWORK FOR STRATEGIC MANAGEMENT OF INCLUSIVE SOCIAL PROGRAMS IN THE HEALTHCARE AND EDUCATION SECTORS
Abstract
Relevance of the topic lies in the fact that the current system of managing inclusive social programs requires fundamental changes, despite the challenging times for almost all sectors of Ukraine’s economy. This paper proposes a concept of strategic management for inclusive social programs in the healthcare and education sectors. The concept is based on the principles of accessibility, equality, and cross–sectoral collaboration, and involves systematic planning, efficient resource allocation, and results monitoring, with a focus on the needs of socially vulnerable groups. Three levels of the concept are identified: value–based, organizational, and instrumental. It is emphasized that adaptability and sustainable development are natural outcomes of implementing the proposed concept, affirming its strategic nature and potential to deliver long–term, systemic social impact. The paper defines key principles of strategic management of inclusive programs in education and healthcare, which can be applied by educational institutions and medical organizations implementing socially significant initiatives for various population groups. These principles ensure a comprehensive management approach, address social needs, and contribute to the sustainable development of institutions. A comparative analysis of the main directions of inclusive programs in healthcare and education is conducted. It is established that strategic management in both sectors relies on a comprehensive approach, which includes: ensuring accessibility of services, socially oriented financing, professional staff training, creation of an adaptive environment, and implementation of technological solutions. Overlapping elements of the two sectors demonstrate that the successful implementation of inclusive programs requires a synergistic approach: the development of competent personnel and the use of innovative technologies ensure equal access, improve system efficiency, and promote the social integration of the most vulnerable population groups. It is concluded that strategic management of inclusive programs in healthcare and education requires a systematic and adaptive approach, with accessibility being key for education, flexibility for healthcare, and the integration of efforts for the public sector.
